The Emperor was subjected to strong pressure to settle the difficulty. He himself and the Grand Dukes of Baden and fe'axe Coburg and Gotha, as well as the Chancellor's colleagues, implored Bismarck to withdraw his resignation, but he was obstinate. The step he has taken is variously ascribed to the Emperor's labor policy, to failure to conciliate JDr Windthorst, leader of the Centre party, to the reviving influence of Empress Frederick, and to the personal enmity of the Opposition leaders proving obstacles against the combination to defeat the Socialist element. It is con- , sidcred evident the Emperor intends to be his own Chancellor. Probably Bismarck will retain an honorary position. The Continental Press consider Bismarck will continue to bo a potent factor in Germany. The ex-Chancdlor pleads his «go and failing strength. (Received Ma:ch 21, 12.50 p m.) London, M»rch 20 The statement that Capriyi succeeds BiMnarck is confirmed. Herr Boettcher will be President of the Prussian Ministry. Count Herbert Bismarck will probably ba appointed Ambassador at Paris, London or Stamboul. Bismarck thought himself slighted, bacause ha was not consulted bj the Emperor on all points of policy. The crisis caused a heavy fall on the bourses of Paris and Vienna, and a slight one on Change in London.
