The authorities of Katan, a government of-Russia, are supplying pro-, visions to 40,000 Russians who_ are alleged to be in a starving condiiion owing to the failure of the grain crops. WHEAT SUPPLY. Harvest operations at Odessa have been begun, and the yield is much better than was anticipated. Paius, July 10. The French crops have been improving fpr the last week or so. . THE PANAMA CANAL. A petition has been presented to the Senate and Chamber of Deputies, urging members to induce the Credit Foneier, of Paris, to step in and save the collapse of the Panama Canal scheme. THE SOCIETE DES METAUX FRAUDS. Paths, July 11. M. Secretan, manager of the Socie"te dcs Me*taux, who was sentenced to imprisonment and ordered to pay five or ten thousand francs for declaring fictitious dividends in connection with the Company, has been released from custody. AMNESTY REFUSED. The Chamber of Deputies have rejected tho proposal that a plenary amnesty be granted those arrested during the recent riots arising ©ut of stiikes, and to political offenders.
