An amendment to the Federation Bill, enabling the Governor-General to dissolve the Senate m the same iyay as the Lower House, was carried f>y 46 to 24. 3\Jr Grilles dissented strjbngfy, and urged that the amendment would make Federation impossible, becs(>use it would interfere with the rights of 'the smaller States. ?.
