Gillett, Governor of California, says: "The policy of my administration is to combine the maximum of efficiency with the minimum of friction and trouble, while the misguided advocates of the action against which I protest follow the policy 6f the minimum of efficiency and the maximum of insult and harm." ■ . .... ■ •■ ■■, : . ■■*
The President adds-.'"The bill is clearly a violation of treaty obligations. Moreover, *if in a year or two the immigration policy between the United States and Japan fails to achieve what it is now achieving, then, through the President and Congress, it can be made efficient."
