'*■ ' The importance' of -being fined J by a Judge of the Supreme Court is no longer achieved- by the small or great employer or - employee who commits a breach, of an Arbitration Court award, for the amended Act provides that -breaches shall come before a Magistrate, instead of going to the Arbitration Court. This morning at the Magistrate's Court the Act first came into operation. Mr. Bishop, S.M., sat to hear a number of charges brought by the Inspector of Awards. The procedure was rather pe--culiar, taking the form; of a quasi civil claim by the inspector ofiawards.for recovery of a penalty.! himself expressed his inability to define the class ;of procedure,, but said "there was no mistake about the jurisdiction of the Magistrate to impose a substantial fine. ■-' '" " "' ,~" :
