CITY COUNCIL RECORD. FIXANCES OE TOWN IX GOOD POSITIOX. (EUGGESTIOXS EOR IHE FUTURE. "Tbe finances of the town are in a good position," declared the Alayor, Air J. Vigor Brown, at the meeting of the Xapier C'ity Council last night, in receiving the work of tliat body for the past two years and discussing the present positiou of the council's finances. The Alayor stated tliat some of the borough accounts showed a fair eredit and others showed a good eredit. He expressed the opinion tliat tliere would be iio fear for the town's finances in the future as long as the eivie affairs were administered with eare. He congratulated the eouneil 011 the past year's work and gnve his opinion that real progress had beon made. The' eouneil had worked hard. Certainly there had heen diffcrenccs of opinion on some points, but those differences had never been taken outside the council chamber. He expressed the opinion that differences of opinion were not an unmixed blessing, as they promoted freer discussion and made for progress. "The results of'tlie council's work havo been good ones," he declared. "and I ara sure that the people will fell that it lias done quite a good work in the past two years." PROPOSALS FOR THE FUTURE. Dealing with matters which he recommcnded to the attention of the council for future eonsideration, the Mayor urged the question of making niore parks for ihe town. In two and a bait years it seemed that the tarsealing and bituminising of all the borough roads would be completed, and he suggested that the council should then extend its park areas. Nelson Park and McLean Park were liow fully occupied and the question of municipal sporting areas would have to be taken into consideration . The Mayor also advocated, amidst applause, the formation of a municipal hand. "We should have a town band," he declared, "something we an call a band." The council should have a municipal band with a salaried bandmaster, who would be free all his time to teach pupils. "We should form a fine town band that will be a eredit to the town and the country," he said. • "We have the money to finance it, and I am sure we will find the players to constitute it. I hope the new council will pusli it ahead." The Alayor also urged the incoming council should consider a reduction of the electric light charges. All the borough departments were now doing as well as could be expected, excepting perhaps the trams, he remarked. and the electric light department was doing handsomelv. In the circumstances cheaper electric light seemed a reasonable natural development. He could not say to wkat extent rednctions in the charges could be made but it seemed that on a good wliolesome foundation something well worth while could be done. "I thing it a right policv to give the people back the profits they provide in our nndertakings bv providing the money to enable those undertakiugs to be started." The Mayor also urged that more seats should be provided in different parts of the town.
