It is understood that British autliorities have 110 preconceived views as to tho procedure to be followed, and it is thought likely tbat some ideas on tln'vs aspect of tlie question may be evolved in tlie counse of eonversations at Geneva. Tt is clear tliat tlie speeches of Mr Gibson and Lord Cushenden, as representativos of the United States and tho British Governments, have generaled a spirit of goodwill and accommodation, from which practical result^ are confidently hoped.
