TERMS OF THE MANDATE, Attitude Of Britain.

LONDON, April 23. Sir Austen Chamberlain told Comniander Kenwortliy in the House of Commoiis that the raandates for the German colonies, which were clerived from tlio Yersailles Treaty, not from tbe League of Nations, were definitcdy allotted to tlie existing holders. He was not aware of any suggestions that any of tlio mandatories wished to be reliovetl of tbeir responsibilities. Our position was oxplained to Germany at Locarno and repeated several timcs since. T11 tbe unlikely event of any existing mandate being vacatcd, we sliould be prepared to consider tho position of Germany, with that of any other member of the League, but the League caiinot' make any ongagement in advance_ on the strength of such a hypotheticai contingency.
