There are twelve sound reasons why the electors of Xapier should vote for Messrs Peters, Bryant and Higgins as Napier* s representatives on the Napier Harbour Board: 1. BECAUSE Hawke's Bay is in urgcnt need of more up-to-date harbour facilities that will meet the needs of the Hawke's Ba.y freezing companies, tlie fruitgrowers, the other producers and the importers of Hawke's Bay. 2. BECAUSE tliey will do eveiything in their power to provide these facilities. 3. BECAUSE they are in favour of wharf loading as against lighterage loading. j4. BECAUSE a new wharf is needed to bertli the larger vessels that j come to Napier to meet the needs of Hawke's Bay's trade and they | are in favour of constructmp; this wharf at the earliest moinent. 5. BECAUSE they are opposed to the centralisation of Hawke's Bay's trade at Wellington. 6. BECAUSE Napier is the fourth port of New Zealand and they will do every tliing in their power to increase the trade of the port. 7. BECAUSE they accept as final the decision of the Government En-gineer-in-Chief in favour of the Breakwater ; the decision of Messrs Cullen and Iveele in favour of the Breakwater and finally the decision of tlie Royal Commission in favour of the Breakwater. 8. BECAUSE they are strongly opposed to the wasteful and extravagant expenditvire of the ratepayers' money and will continue to voice strong objection to this, as they have done in the past. 9. BECAUSE the advice of all the experts, be it engiueering or navigational, financial or otherwise, is overwhelmingly in favour of the i Breakwater. 10. BECAUSE they will encourage a Progressive Policy of Reclamation 1 of tbe Harbour Board's endowments adjacent to Napier and also the 1 ponds at Port Ahuriri. 11. BECAUSE they are in favour of developing the business side of the ' board's afFairs by encouraging trade that at present is being allowed to filter through other ports ; and
