J ELECTION NOTICES. j ^APIER JJARBOUR gOAEE i j J]LI-:CTIOX. ; TO THE ELECTORS OF WAIPAWA, TAKAPAU AND ! ( DISTRICT. J^ADIES AND GENTLEMEN,— At the election on Wednesday next, May 8th, to return one membcr to represcnt Waipawa, Takapau and district on the Napier Harbour Board, I am offering my scrvices. In doing so I wish to take this | opportunity of placing before you j certain fac-ts conccrning the harbour position at Napier and my eandidature for the Waipawa seat. I have been a member of the Harbour Board for a number of vears and have associated myself with those who believe in the Breakwater as a solution of Iiawke's Bay's port difficultv. After hearing my views I feel sure you will agree that the policy I have supported is a sound and reasonable one. FINANCIAL POSITION. Tlie Royal Commission, while recomxnending the Breakwater, stated that the board should first of all put its house in order. This is a very important point and one in which I am in accord. The amount of money needlessly wasted in and around the inner harbour in recent years has been colossal. No harborfr will meet with the approval of the people of the district that is going to bc a burden to the people, and for this reason I will support careful studv and consideration of the board's financial position before any expenditure is permitted. TIIE EREEZING COMPANIES. A new aspect of the harbour position at Napier is the recent demand of the three freezing companies for a wliarf that will accommodate the larger vessels that at present load Hawke's Bay's meat and wool nearly two miles out in the Bay. That requcst cannot be allowed to pass unnoticed. Lighterage charges are heavy, but one of the worst phases of lightering is the damage to the carcases. SOUND ECONOMIO LINES. The freezing companies emphasise that this damage will only be obviated by loading from an up-to-dato wharf. Hawke's Bay is a wealthy province, and Napier, even with its present trade and harbour rcstrictions, is fourth port of New Zealand. If you elect me as your representative I will support the erection of this wharf on sound economic lines, As to the development of the remaindcr of the Break water, as recommended by Messrs Cullen and Kecle, that can be developed as neeessity demands. SEEKING FINAL1TY. The policy to proceed with the Breakwater is backed * up by the Governmcnt Engineer-in-Chief, by Messrs Cullen and Keele, and more reccntly by the Roj-al Commission. The Royal Commission was the j outcome of a petition to Parlia- j ment, signed by tho then Mayors
of Napier, Hastings and Waipawa, and over 1000 people of Hawke's Bay, asking for an investigation of the harbour position at Napier and seeking finality of this age-long controversy. The Commission thoroughly investigated the whole position and, as I say, unhesitatingly recommended the Breakwater and turned down the inner harbour as impracticable and nnsound. EXPERT ADVICE IGNORED. Yet in face of this decision — a decision based on the knowledge and experience of an unverwhelming preponderance of harbour engineers, financial experts, shipmasters, dredging and boring experts, the marine superintendents of the four big overseas shipping companies, etc., etc.— the present chairman of the board, Mr Jull, whom I am opposing, sets out to procecd with the construction of the inner harbour. He disagrees with the authority of Parliament and the people of, this country as represcnted in the Royal Commission, he has flouted the sound and considered opinions of the leading expert engineering and navigational advice of the Dominion, and he asks the people to again return him to represent them on the Harbour Board. ISSUE BEFORE THE ELECTORS. Mr Jull has had over sixteen years at the head of harbour affairs at Napier, during which time a large amount of money has been spent, with what benefit to the district? Absolutely none. People of Waipawa, Takapau and district, — The eyes of the whole of Hawke's Bay are 011 this contest. It is not a personal matter, as some people might supposo — it is a fight ! to stand by the rights of the people j as represented in that Royal Com- 1 mission as against the personal j pride 'of Mr A. E. Jull. For over twenty years the Wai i pawa County Council has seen fil | to ehoose me as their representa- j tive on the Napier High Sehool] Board, an honour I have always highly appreciated and have endeavoured to justify.
