WASHINGTON, Oct. 9. Mr Hoover and Mr MacDonald joined 011 Wednesday night in annoulicing that their conversations had heen basea 011 the assumption that war between the United States and Britain had heen banished, and that in consequenee a satisfactory solutkm of olcl historical problems hetween the tivo nations had heeome possible. While the problems are not specified in^the statement, tliere is little douht that the principal one. was the freedom of the seas, which has been tlie cause of many controversies -in tlie past. Mr Hoover and Mr MacDonald asserted tliat on the assumption "that conflicts hetween liaval and military forces cannot take place, these probleffis had chapged their meaning and character and their' solution in ways satisfactory to both countries had become possible." A brief explanatory stateinent hy way of introcluction declares that both Mr Hoover and Mr MacDonald are ' highly gratified by tlie keen iiiterest" taken hy the p5oples of both countries in their meeting, and that the two statesnien rega-rd it as pi*oof of the desire of each nation for closer Anglo- American understanding. Mr MacDonald said he liad achieved liiore than he lioped for in his talks •rt'ith Mr Hoover. Tliey agreed to keep tlie Kellogg pact in ffottt of them to use for the purpose of coming to an agrenient 011 suhjeets which have defied agr'eement up to now. "In consequenee of that I take with nie to London a series of questions, all of which will now he tlie subject of study by the various depai'tments con-c-erned and betiveeii the ciominions and cunkelves, with the object of comiflg to an agrement upon them." Senator Borah. chairman of the Sebate Foieign Relations Committee, and a vigorons advocate of freedom of the seas, said he had enjoyecl a "very saitisfactory" talk w'ith the Prime Minisfcer at ihe British Emhassy, but he refusect to discuss the- meeting 111 detail.
