BRITAIN NOT REPRESENTED i AT GENEVA. 1
GENEVA, Oct. 10. Thirty-one countries are represented by 102 delegates ancl 152 advisers at the maritime oonference called by the League of Nations to consider the possibiJity of applying tlie Washington eight hpur convention to seamen. The British 'shipowners refused to be represented because they are dissatisfied with the British delegation,' which, they say is not representative. The only claim of Mr Ben Tillett, who is the British delegate, to act. is that he was once a cIock Jabqnrer. Other shipowners passed a resolution associating themselves with the British protest. . The agenda of the eonference inclu'des regulation of tlie hours of work aboard ship. the promotion of seamen's welfare in ports, the establishment qf a minimum requirement pf professional capacity in the case of captains, navigating engineers and officers. Senor Annos, Spanisli Miuister of Lahour, was elected president and Mr Ben Tillett vice-presldent.
