J01NT CONFERENCE HELD IN NAPIER. 31 ANY SUBJECTS DISCUSSED. A confcrcnce of delegates of county councils throughout the provhice was held in Napier to-day, to cunsider various matters oi county udministratiou 'J'here were present the following delegates: — 31essrs A. C. Russell ancl R. B. Price (Waipukurau), 3iessrs 31. O. Grainger, J. liawkes and A. Gra- ; hani (Woodville) , 3Iessrs T. Alason Chambers, W. Tucker, 11. Puflett and A. Ff. Fcrguson (Ilawkc's Bay), 3lessrs A. Galloway and A. Harris (Dannevirke), Mcssrs L. Glennv, F. Ilolli and R. Boud (Waipawa), Mcs.rs J. Hales and A Hogg (Weber), and Air C. Pattison (Patangata). Mr 3Iason Chambers was eleeted to the chair. The confcrcnce discussed the question of whether counties vshould insure lorrics against risk of fire or accident, it being finally decided to leave tho matter to tlie individual counties to deoide for themselves. The conference aho considered the question of superannuation of county employecs. The general opinion of delegates was favourable to the scheme aud a motion affirming the principle was unanimously passocl. The question of speed limits through townships was also considered, the chairman iridicatiug that tho county governing the distriet in which the township was situatcd had the power to pass tho liecessary hy-laws. Tt was decided to leave the matter to the individual counties. 3fr Glennv urged that there should be a limit 011 the speed that cajrs could go past a mad under repair and it was agreed to incorporalo a 15 mitcs per hour limit for such cases in the hylaws of the joint counties. The conference adopted a suggestion made hy 3Tr D. Evans, inspector of tho Hawke's Bay County Council. that in future huilding permit -fees should he incroased so as to he a value equal to tho value of the huilding, plumbing and drainage fees combined. The question of owliers qf travellmg stock heing made responsihle for the damage done bv tbo stqek to the county roads was brieflv discussed. but it was decided to take no aetiou, tbe oninion being tliat it would be impossible to cnrrv tbo prouosnl into eflect.
