(Received This Day. Noon>. BERLIN, Oct. 24. Important negotiations are nearing finality by wfiich Germany and the United States will sign a separate reparations agreement. The result will he that the United States will adopt an attitude of benevolent neutrality to the Young plan, without signing or ratifying it. She will remain aloof to the International Settlemcnt Bank, but will also give debt settlement to Germany, similar to those of Britain and the Allies, 011 the same footing.
