RUGBY, Oct. 31. Ratepayers in 360 provinical bqroughs in England and Wales will tomorrow elect one-third of the members of municipal councils. Alost of the seats falling vacant are heing cont-est-ed by Labour candidates. Municipal authorities have been assigned extensive powers, including the protection of the health of the community, administration of the educational system, provision of social amenities of various kinds, and the care of child life and th'e poor and aged, in addition to the administration of municipal undertakings._ such .a® gas, Water, tramways, electricity, houslng. niarkets and batlis. Particular importance is attached to this year's' elections in view of_ the fol'thcoming alterations of administration, whereby in a few months work hitherto done hy separately elected lioards of guardians will be transferred to largei- municipal and county councils.
