LONDON, Nov. 13. Earl Jeflicoe. presiding qb a meeting at II itehin, referred to the Governlnent's decision to retard tlie Singapore base eonstruction. He pdinted out that it was a faefc that the navy had never heen the cause of war. Aloreover, nothiiig^was heard about the reduction of aerial strengtli, though danger to eivil population was infmitely greater from the air than anything else.
