(Received This Day, Noon.) SHANGHAI, Nov. 27. Following the abrupt termination of the Government campaign in Central China, the troops are being hurriedly withdrawn from Honan and Hupeh and are being despatched to Nanking for transference to the south, where a military campaign on a huge scale is contemplated owing to Chang Fa- Kwei's advance on Canton. Efforts to effect a peaeeful settlement have proved fruitless, and the latest messages from Harbin report that all the territory between Manchuli and Hailar is held by the Soviet forces. The population is experiencing war horrors, and Red 'planes are continually bombing on a wide scale.
