CONSERVATIVE AGREEMENT IN 1922. Dominions Not Consulted.
(Received This Day, Noon.) LONDON, Nov. 27. Brigadier General Sir W. Alexander, in tlie House of Coiumons, said that the, late Government, in 1927, agreed to a two years' delay in the completion of the Singapore base, without consulting the dominions or colonies.
