(Eeceived This Day, 10 a.m.) NEW YORK, March 13. A message from Cambridge states that Professor Harlow Shapley, director of Harvard Observatory, announced to-day that word from the Lowell Observatory at Flagstaff (_Arizona) reported the discovery of a rdnth planet in the Jiey ond Neptune, probably larger than the Earth, hut smaller than Uranius.
