(Eeeeived This Day. 3 pm.) CANBERRA, OSis day. Mr Scullin explains that the Soviet has asked, through the British authofities, whether the Commonwealth would ,object to the appointment of a Russian representative in Australia. He x-eplied that such a consular agent would be received, subject- to the usual undei-faldngs i;egarding propaganda. Australia had no intention of seeking official representation in Russia.
