RUGBY, April 24. Sweepstakes on the Derby are this year qxl a much restrieted scale as a result of a declaration recently made by Mr Clynes, Home Secretary, setting forth the Government' s views on the subject. Mr Clyne's statement was in effect a warning that sweepstakes must ' be conducted privately and that ticketa must not be soid to the general publie. The Stock Exehange sweepstake, which last year reaehed the enormoxxs botal of £1,000,000 owing to the, parbieipation oi the general public, bas fcbis year reaehed only £70,000, txckets being sold only to stockbrokers. The Smithfield meat market sweepstake has been abandoned owing to a threat of proceedings by tbe police. tickets having apparently reaehed the outside pxxblic. Other institutions, such as the Baltie Exehange and Royal Automohile Oluh, are conducting sweeptsakes as usual, every effort being made to confxne the tickets to members only.
