/ HR w. e. earnard's regrets, CHAIRMAN'S OVERWHELMING INFLUENCE. Referring to local bodies, Mr W. E* Barnard, M.P., speaking at Pakowhai last evening, deplored the divisions on the Rivers Board and the Harbour Board, which prevented the carrying into execntion of a definite policy^ From some points of view it was regrettahle that the -Local Government Loans Board had refused te sanction the expendiure of £47,000 for harbour t development and other purposes. At least this work would have resulted in the filling up of two unsightly and noisome lagoons at the Port. At the same time the- striking of 3? rate was also regrettable, as it could scarcelv be contended that a definite mandate had been given for this. He was quietly trying to discover a way out the the present dilemma, and would act in the best interests of the eleotorate. Mr Barnard concluded an addresS which was listened to with great interest, by saying that the Labour Party stood for sound, progressive and humanitarian legislation and urged his audience to support men and forces which would create and maintain a comfortable and decent standard of living for every man, woman- and child in the community. He was ac* corded a very hearty Vote of thapks for his addreej. -
