SUB-COMMITTEE'S CONCLU= SIONS. Indian Round Table Conference.
(Received This Day, Noon). RUGBY, Dec. 12. At to-day's meeting of tbe. Eederal Sub-Committee to the Indian Round Table Conference, tbe following conelusions in regard to the proposad Federal Government wei'e reached : — "That tbe component elements sbould be federating provinces of British India, sucb Indian States or groups of States as may enter tb© fede.-ation, p:ovision being made for bh© subsequent entry of sucb further Stntcs or groups as are free to enter. "So far as British India is ooncerned, the federation will be neither the Government of British India as it exists at .present nor autopomons provinces relcased from Central India. "Tlie process of Federation ' will involve Uig creution of a new State undertakiug. "Tlie Federal Legislature sbould consist of two chandlers eacb containing representatives of hnth British india and tbe States. The method by whieh the States5 representatives obould be chosen will be a maiter for tlie States themselves. "If and so long as tbere are any rei-erved subjects it will be neeeisary ''or tbe Crown to be, represented in botb clmmbers. Differences between tb© two ebambers migbt be determined eitber at a joint session or by nieans cf niaebinery to be discussed Iater.55 Tbe final section of tbe rcport deals witb tlie powers of tbe Federal Legislature and a list of 45 subjeets provisionally recommended a« Federal sab'ects js appended to tbe report.
