Ho said : “There is no question of an anti-Soviet- crusade. Rut the Third International must not interfere with the internal political arrangements of other countries. The foreign Ministers were favourable to amicable relations with the Soviet but the Home Ministers .were naturally anxous for public order in their own nations.’’
