The authorities at Washington, after alleging that America controlled the diplomatic situation in Pekin, now acknowledge Germany’s primacy, owing to the support of Austria, Italy, Spain, Holland, and Belgium, enabling her to outvote America, England, and Japan in the State Councils. Germany claims twelve.million pounds, Russia seven millions, and Franco thirteen, exclusive of heavy unspecified compensation for massacred Catholics. England claims about live million, and Japan seven, strictly for outlay incurred. The American claim is not specified. America believes China is only able to afford forty million pounds, which the Allies ought to apportion equitably.
