THE BOAST OF THE KAISER,

The Kaiser, in an address before the Naval Engineers’ Congress at Charlottenburg, said that Germany was tho first to appoint a captain on active service to the head of the Construction Department. The opinion of navigators and commanders had always been allowed the utmost weight in designing the construction of Germany’s warships, which were built solely in accordance with gunnery and military requirements.
