The Times says that the Board of Trade machinery for settling trade disputes proved a failure. Out of 3868 disputes since 1896 only three per cent, were referred to the Board of Trade. In the House of Commons Sir Michael Hicks-Beach intimated that the coal tax will remain unaltered.
