RUSSIA’S TACTICS. By Telegraph—Press Association—Copyright London, April 2. Tho Times’ Pekin correspondent reports that Russia undertakes to withdraw from Niuchwang within eight months of the signing of tho Manchurian Convention, irrespective of the arrangement for the continuance of the Tientsin Provisional Government.
Japanese newspapers assert that Russia’s concession in regard to Manchuria is due to the Anglo-Japanese treaty. Ten thousand troops have reinforced at Port Arthur, and many are arriving Niuchwang.
