BETTER COUNSELS PREVAIL.
By Telegraph—Press Association—Copyrighj St. Petersburg, May 14. Plechive has secured the repeal of the law making a district responsible for taxes due from an individual. Ministers have also remitted a hundred and twenty million roubles to peasants on account of arrears of taxes.
