REARRANGEMENT OF MINISTRY. By Telegraph—Press Association—Copyright London, May 31. Mr Smart advocates the suspension of the Cape Constitution. Sir Gordon Sprigg opposes it. Mr A. Douglas, member for Grahamstown, succeeds Mr Smart as Minister for Works. Sir P. H. Faurre surrenders the portfolio of Agriculture for that of Colonial Secretary, Mr J. Frost, Minister without portfolio, succeeding Faurre as Minister for Agriculture.
