DISCUSSED AT ROYAL COLONIAL INSTITUTE.

Mr Archibald Colghoun, the well-known explorer and authority on Colonial matters, read a paper at tbe Royal Colonial Institute on “ Our Future Colonial Policy.” He advocated federation founded on defence ; representation on an Imperial Council, assisted by closer commercial Union ; emigration to the Colonies ; improved means of communication.
Mr William McCullook, a member of Mr Peacock’s late Ministry, Victorian representative at the Coronation, was unable to be present. He sent a memorandum advocating Hofmoyer’s scheme of a five per cent, duty on foreign goods imported into tho Empire, to bo applied for the purposes of defence. He declared that the British were already losing ground with Australian trade, owing to German and French subsidies. Ho advised compulsory school corps throughout the Empire. He preferred triennial conferences in London to an Imparial Council.
