MR CHAMBERLAIN PROPOSES A CONFERENCE.

Mr Chamberlain has proposed a Conference with a view of giving order and regularity to the sentiments of tho Colonies towards the Motherland. The present Conference would bring the culmination nearer tho Conferences hereafter, and would bo armed with greater authority.
