THE KAISER’S PICTURE

By Telegraph—Press Association—Copyright Munich, Aug. 14. Recently the Chamber of Deputies at Bavaria refused to pass a vote of 100,000 marks for the purchase of certain pictures of the Kaiser. Thereupon tho Kaiser wrote to Leopold of Bavaria offering him money for the purpose, and at the same time expressing his displeasure at the Chamber's meanness. King Leopold replied thanking the Kaiser, and stated that a member of the Bavarian Beitchrath had given the requisite sum.
