THE NEW MOVE FOR AFGHANISTAN.
By Telegraph—Press Association—Copyright St. Petersburg, Aug. 29. The Novoc Vremyn states that Russia in 1900 formally suggested a modificatiou of tho Anglo-Russiau trans-Caspian agreement of 1873. Russia now considers herself not hound in regard to tho question of closer direct relations with Afghanistan.
