SPEECH AT EDINBURGH.

Ho warned tho party of the necessity of showing some sense of their Imperial responsibilities. He acknowledged tho generous terms granted the Boers and added that as Great Britain must govern the Boors ho would not bo scrupulous about the cost if as a matter of high policy more money was granted for restoration of farms and dwellings damaged by the ravages of war. Mr Chamberlain's visit to South Africa was an exemplification of the Liberal Loaguo’s doctrine of efficiency, but bo was doubtful whether as there was a man of strong will and ability already in South Africa thn advent of another similarly constituted would conduce to harmony. The speaker reiterated his previous views as to Liberals and Ireland, and ridiculed tho resumption of the Newcastle programme. Ho complained of the War Office, and said that in the absence of determined efforts for efficiency, ho would bavo retained Lord Kitchener for the Secretaryship of War. Tho speaker condemned the Education Bill. Ho suggested a compromise on the basis of the Scottish system. Tho Times, in commenting on the speech, complains of its small o.vils a id specious uuconsidered suggestions, which Would not contribute to efficiency. Tho Daily News said Lord Rosebery Is coming into lino with tho rest of the Liboral party.
