Mr Hay favors arbitration, being assured that tkeat Britain’s acceptance of it will bring Germany into lino, Germany has adopted Mr Balfour’s view of the blockado, which will shortly be gazetted. The Daily Telegraph states that Germany supports Belgium’s Venezuelan claims of a quarter of a million sterling.
