THE KAISER DECLINES. By Ttdrgr aph—Press Association-Copyright New r York, Dec. 19. President Castro has invested Mr Bowen with full powers to effect a settlement with Great Britain, Germany, and Italy. Advices received at Washington point to mixed commissions to receive tho Venezuelan Customs, applying part to tho maintenance of Government and tho remainder to the settlement of the claims of Powers. Mr Ecuador telegraphed to Mr Castro, expressing sympathy, and a hope Unit a pacific and honorable settlement would bo arrived at. London, Dec. 19. Tho Morning Post states it is reported that the Kaiser lias announced that lie will not accept arbitration. Mr Hay favors arbitration, being assured that tkeat Britain’s acceptance of it will bring Germany into lino, Germany has adopted Mr Balfour’s view of the blockado, which will shortly be gazetted. The Daily Telegraph states that Germany supports Belgium’s Venezuelan claims of a quarter of a million sterling.
