ARBITRATION PROPOSALS. A SUGGESTION THAT WAS NOT ACTED UPON. NEW YORK, Jan. 3. Mr Hay, in forwarding the Powers President Castro’s acceptance of arbitration, declined to endorse the accompanying proposal that the head of some American Republic should act as arbitrator.
