Mr John Hay ohampions a claim ior damagos to tho American stoamor Caracas, which, whilo permitted to enter La Guayra, was compelled to withdraw each night. Tho ground of tho claim is tho allioi interfering in the discharge of cargo. Tho Caracas left New York on December liltb, and,wus entitled to ton days’ graoo under tho laws regulating blockado, but notwithstanding was compelled to diecharge the bulk of hot cargo at Willemenstad.

Venezuelan despatches show that German bondholders agreed to support the rebels if the latter promise reparation, and appoint an AnglmGerman Commission if successful. Tho Kaiser championed the bondholders and cajoled Great Britain.
