Now York, Feb. 5. Casto has levied another hundred thousand pounds loan. The citizens and foreigners of Caracas and the British Ambassador at Washington have addressed Mr Bowen some rather heated observations as regards his conduct of tho negotation especially his oxcossive confidences with tho newspapers.
