RUSSIA WANTS 20 MILLION POUNDS.

Tho Standard’s Brussels correspondent states that Russia is secretly negotiating with a Franco-Belgian bankers’ syndicate for a Russian loan of twenty million sterling. Four bankers ask that it be postponed until the autumn for tho participation of German hankora.
