Ward for stating that there is a reasonable prospect of securing the one-penny rate of postage on all newspapers sent to the United Kingdom. This rate is already in force between the United Kingdom and Canada, ami between Canada and New Zealand, arid Sir Joseph has reason to believe that negotiations which the Federal Minister and himself have in hand will be successful.
