Commenting on this President Roosevelt remarks that it is strange Russia should choose this particular moment, and make semi official communications to the American people, when, by methods certainly tho reverse of friendl/to United Statos, she sought to make China join in breaking plighted to all the Powers regarding an open-door in Manohnria and endeavor to bar Amencan access to tho trade of Manchuria*
