Received 5.24 p.m., July 5. Washington, July 4. An inspired statement by President Roosevelt concerning an American petition in favor of the Jews to the Czar, issued to the press, is in the nature of a reply to the inspired statements made to tho press by M. Cassini, Russian Amfcassador of Washington. In those communications M. Cassini said that Russia would not tolerate interference in the Kishineff affair, whioh was purely onei of internal concern. Commenting on this President Roosevelt remarks that it is strange Russia should choose this particular moment, and make semi official communications to the American people, when, by methods certainly tho reverse of friendl/to United Statos, she sought to make China join in breaking plighted to all the Powers regarding an open-door in Manohnria and endeavor to bar Amencan access to tho trade of Manchuria*
