£Per Press Association)! Dunedin, last night. The friction which has existed between the City Council and Mr John Rogers, City Engineer, culminated to-night, when Mr Rogers wrote that as the result of the decision to appoint another engineer to take charge of the waterworks extension he could no longercontinuein the position and maintain his self-respect. Ho suggested that the Counoil should give him leave of absence for the remainder of the term and pay his passage to Australia. It was resolved to grant Mr Rogers leave of absence on fall salary until April 17tb, 1904, when his duties under the term of engagement will cease,
