A DOCK SCANDAL.
By Telegraph —Press Association— Copyright Sydney, July 9. The roport of the Boyal Commission appointed to enquire into the working of the Fitzroy Dock, recommends a number of drastic ohanges. The report says it is impossible to escape from the conclusion from the evidence that if affairs are to be placed' on a satisfactory footing changes roust bo made which will finally end political control. Nothing but a shadow of power can bo discovered anywhere but in the hands of the Minister. The superintendent states that his power was only Douiiuai, and this unreality has a ruiuous effect on the discipline of the establishment. Other sweeping condemnations of political cdntrol occur iu the report. The superintendent of the dock gave evidence to the effect that up to three years ago he had every control; now everything was,cbauged through the interference of members of Parliament with the Miuistor. Other officers of the dock gave similar evidence and eave instances where they had been compelled to tako dismissed men back and put on incapables, on the strength of letters from the Minister. It was also stated that trades union matters overruled everything else in the shape of departmental discipline.
