' .The Irrigation Commission of India proposes by means of loans chargeable to the Famine Fund, td ■expend thirty millions sterling, to be spread over twenty years, on protective works, whereof one-half shall be indirectly productive, and also to devote half a million pounds to loans for private works, and free grants to unproductive protective Works.
