Mr Chamberlain, in a letter to a correspondent, states he is sanguine that the policy hitherto only sketched out will, when thoroughly understood, commend itself to the workers. All their interests depend on full employment at fair wages This can only be permanently secured by some changes in the tariff system. The latter was instituted to meet a totally different state of things than is now prevailing. ______
