GERMAN OPINION. By Telegraph—Press Association—Copyright Berlin, Aug. 30. The National Zeitung, commenting on the Elgin Commission, says that for Englishmen who made such sacrifices of blood and treasure there must bo something maddening in this cool official presentment of incredulous disclosures. It adds : " The colonies will not feel encouraged to make further isaorifices to meet the wishes of men regarding whose capacities their own officers give such damning evidence.”
