Dr Morrison, the London Times correspondent, states that M. ; Lessar, Russian Minister at Pekin, in a note to the Chinese Government, notifies that Niuchwang and Mukden will ho evacuated on October Bth. This confirms China’s agreement, to open Mukden and Tatunghau to foreign trade. ST. PETERSBURG, Sept. 8. At the instance of Admiral Aleixiff, Japanese crews at Kaineschatka were arrested lor illegal trading, but were released.
