The tin plate workers of South Wales have resumed work on the old terms, thanks to the efforts of the joint Conciliation Board. VICTORIA SETS HER HOUSE IN ORDER. LONDON, Sept. 8. The Morning Post eulogises Victoria’s hard work at retrenchment and conscientious reform, tile balance being on the right side. The distribution of the Commonwealth surplus shows that Australia on the whole has greatly advanced, and next year more favorable conditions should materially enhance the colony’s prosperity and reputation. ENGLISH CRICKET TEAM. LONDON, Sept. 8. Business prevents Spooner joining Warner’s team. EXTRAVAGANCE AMONG ARMY OFFICERS. LONDON, Sept. 8. An army order has been issued, containing a drastic warning to commanding officers against allowing extravagance in their regiments, and stating that the propriety of an officer remaining in command will he considered if he fails to enforce the letter and intention of the regulation forbidding extravagance among officers, collectively and individually.

Three thousand workers on the southern railway, Madrid, struck. The strike is expected to spread conconsiderably.
