GERMANY’S AMBITION
DENIES A SUPERIOR NAVY.

Alstong Dayton, mombor of the second district of West Virginia, in the Houso of Representatives, aiier studying naval affairs in Europe, is convinced tnat Germany is aiming at the creation of a navy equal to any Power, with a view of securing colonies capable of absorbing population without denationalisation. He did not behove that Germany would permit tho Mouroo doctrine to stand in the way of that policy. America ought immediately to huild five sixteen thousand ton battleships.
